The 73rd and 74th amendments to the Constitution of India have proved to be landmarks in empowering local self-governance effort. Gadchiroli being a scheduled
tribe district of Maharashtra state, the relevant amendment has the potential of revolutionizing development efforts in the district. SHODH had undertaken a study to understand the serious implications of the amendments on the tribal population, and to judge how aware was the local population in this regard. Attempt was also made to understand people's reaction to the newly bestowed authority, to judge their knowledge of the possibilities that the act has opened for them in scheduled areas at large, and to understand the attitude and reaction of
Forest Department officials in this regard.
The study found that the interpretation of the Act had stirred a debate among the
tribal communities. Some were happy with the provisions of the act while others were apprehensive about its usefulness. Thus, it was felt that the need of the hour is to make the Act clearly understood. Role of politicians, activists, and NGOs becomes very important in clearly interpreting the Act to the people.
